Hello, According to the Sephardi custom, it is permissible to go to the pool or the beach during the Three Weeks, and even during the week in which Tisha B'Av falls. According to the Ashkenazi custom, it is permissible only until Rosh Chodesh Av. Regardless of the custom, extra caution is required not to swim in dangerous places during all of the Three Weeks, as these days are, heaven forbid, prone to undesirable incidents.
