Hello, it is permissible to buy new clothes during the Three Weeks until Rosh Chodesh Av. However, if these are clothes that one would need to say the shehecheyanu blessing over, it is advised not to wear them for the first time from the 17th of Tammuz (see Shulchan Aruch Orach Chaim 551:17), and it is proper to be stringent about this until after the tenth of Av (as per Chida in Machzik Beracha 558:3 and Yosef Ometz, responsa 56). If these are clothes that do not require the shehecheyanu, they can be bought until Rosh Chodesh Av. From Rosh Chodesh Av, they should not be bought even if one intends to wear them after Tisha B'Av (Rema 551:7; Mishnah Berurah 49).
