What blessings does one say before and after a sufganiyah?

The early authorities disagreed whether one is permitted to eat sufganiyot (donuts) outside of a meal, and as a matter of piety one should eat them only during a meal [Shulchan Aruch 168, 13]. However, today's commercially sold sufganiyot contain sweetening ingredients, so their blessing is definitely "mezonot" and they may be eaten outside a meal as well [Responsa Ach Tov VaChesed Section 7].

Should one who wants to eat a sufganiyah during a meal make a blessing?

Ideally, one should not eat sufganiyot during a meal before reciting Birkat Hamazon (Grace After Meals). However, a sufganiyah that does not contain sweetening ingredients should specifically be eaten during a meal [Responsa Ach Tov VaChesed Section 7].
