Is someone who wakes up and contemplates Torah or hears Torah from someone else required to recite the Torah blessings?

One who wakes up and contemplates Torah with an open book before them, as well as one who hears Torah from another person, should recite the Torah blessings and follow them with the Priestly Blessing (Yabia Omer 4:8).

Is it permissible to discuss Torah matters with secular Jews at work when one knows they have not recited the Torah blessings?

It is permissible to discuss Torah matters with secular Jews at work even though they have not recited the Torah blessings [See Minchat Asher, Parshat Bechukotai].
