What is the minimum size of tzitzit that is appropriate for a blessing?
The minimum size of a tallit katan that fulfills the mitzvah of tzitzit is one and a half cubits in length by one cubit in width.
Our custom is not to recite a blessing over the tallit katan at all (Yalkut Yosef p. 294, Yechaveh Da'at 5,2, and see Yabia Omer 8,2[7]).
If one wears a friend's tallit or one belonging to the synagogue, should one recite a blessing?
If one wears a borrowed tallit merely for honor, such as for the priestly blessing, being called up to the Torah, serving as prayer leader, or similar occasions, one does not recite a blessing over the borrowed tallit.
For a tallit belonging to the synagogue, one does recite a blessing even if wearing it merely for honor [Yalkut Yosef Siman 14].
