Should one who stayed awake all night wash their hands with a blessing upon rising?
For someone who stayed awake all night, there is doubt whether they are obligated to wash their hands at dawn [Shulchan Aruch 4:13]. The practical halacha is that they should wash their hands but without reciting the blessing [Yalkut Yosef, ibid].
Similarly, one who slept wearing gloves at night is not permitted to recite the blessing for washing hands in the morning [ibid].
For someone who sleeps during the day, there is doubt whether the impurity is caused by sleep itself or by the night, therefore they should wash their hands without reciting a blessing [Shulchan Aruch 4:15].
Which situations require handwashing?
The following situations require washing with water: rising from bed, leaving the bathroom even without relieving oneself, cutting nails, removing shoes, touching feet, washing one's hair, touching a louse, and touching covered body areas with one's hand. If a person did any of these and did not wash, if he is a Torah scholar, his learning will be forgotten, and if he is not a Torah scholar, he will lose his mental stability [Shulchan Aruch 4:18].
