Is one obligated to recite the Blessings of the Torah before Selichot?

One should not recite even a single verse without first reciting the Blessings of the Torah. Therefore, one who wakes up at dawn to recite Selichot must first recite the Blessings of the Torah [Yalkut Yosef Siman 47, Yabia Omer 4, 7].

Until when can one recite Selichot if they did not wake up at dawn?

If one did not recite Selichot at dawn, they may recite them throughout the entire day [Yalkut Yosef Siman 581, Yechaveh Daat 1, 46].
