Is there permission for a woman to wear a wig?

Sephardic women who go out to public domains wearing a wig are violating a prohibition and have no basis upon which to rely.

And every woman who takes upon herself to observe and follow all the words of our sages who prohibited this matter with all firmness, and to go out only with a hat or head covering that covers her entire head, will be blessed with all the blessings in the Torah, and will merit to see holy offspring, sons who are great in Torah and pure Yirat Shamayim (fear of Hashem) [Yabia Omer 5,5].
