Is it permissible to eat meat on the tenth of Av?

It is a proper custom to refrain from eating meat also on the tenth of Av, since the Temple continued burning until sunset of that day [Yalkut Yosef 555, Shulchan Aruch 558, 1].

Is it permissible to bathe in hot water and wear freshly laundered clothes on the tenth of Av?

Although they were stringent regarding meat, nevertheless concerning bathing in hot water, haircuts, and laundering clothes they were not stringent, and these are permitted immediately upon the conclusion of the fast [Chazon Ovadia Ta'aniyot, p. 415].
