Do Kohanim perform the Priestly Blessing during the Mincha prayer of Tisha B'Av?
Kohanim do recite the Priestly Blessing on public fast days during Mincha. Preferably, the Mincha prayer time should be scheduled so that the Priestly Blessing takes place within the half-hour before sunset. If a Kohen ascended from Plag HaMincha (1¼ hours before sunset), we do not ask him to step down [Yalkut Yosef Siman 559, Chazon Ovadia Taaniyot, p. 94].
Until when must one sit on the floor on Tisha B'Av?
One should not sit on a regular chair on Tisha B'Av. Sitting on a low chair up to three handbreaths high [27 cm] is permitted.
From the time of Mincha onwards, one may sit on regular benches as on other days of the year [ibid, Chazon Ovadia Taaniyot p. 405].
