When do we put on tefillin on Tisha B'Av?
There are various customs regarding putting on tefillin on Tisha B'Av, and each congregation should follow its own custom. The most important thing is that the congregation should not be divided with some wearing tefillin and others not, as this violates the prohibition of "lo titgodedu" (do not form separate groups) [Yalkut Yosef Siman 555].
Those who regularly wear Rabbeinu Tam tefillin, should they also wear them on Tisha B'Av?
Those who put on Rabbeinu Tam tefillin every day should also put them on during Tisha B'Av and recite the Shema while wearing them [ibid].
