Is it permissible to read Psalms on Tisha B'Av?

One should not read Psalms on Tisha B'Av, although one who is lenient has authorities to rely upon. However, regarding Chok L'Yisrael and Seder Ma'amadot, one should be stringent not to read them on Tisha B'Av, even if one regularly reads them every day [Yalkut Yosef Siman 554].
