Essential guidelines for the Nine Days: Understanding the restrictions on meat consumption during this solemn period

Is it permissible to eat meat at a mitzvah meal during the Nine Days?
At a timely mitzvah meal such as a brit milah, it is permissible to eat meat, but at the "Zohar" feast on the night before the brit, it is not permitted [Yalkut Yosef Siman 551, Chazon Ovadia Taaniyot, p. 197].
The principals of the brit are allowed to eat meat throughout the day of the brit, as it is their festive day [ibid, Chazon Ovadia p. 198].
Is it permissible to feed young children meat during the Nine Days?
Young children are permitted to eat meat until the age of thirteen, though it is good to be stringent from the age of twelve [ibid, Chazon Ovadia p. 190].
