Can a resident who refuses to pay building maintenance fees be compelled to pay?

A resident who does not pay building maintenance fees is considered a thief, since he benefits from others' money without paying for it. Since he is stealing from the public, it is permitted to publicize this and embarrass him publicly [Shema Shlomo 4:7].

Is there an obligation to cite the original source?

Anyone who cites something in the name of its original author brings redemption to the world. If one claims that he himself originated an idea, he transgresses the prohibition of "Do not steal." However, this prohibition only applies when stating an original idea or explanation of the words of the authorities. But if one is copying from commonly available rulings, one is not obligated to mention which book this law was taken from [Ein Yitzchak 3:354].
