If someone stole items in childhood and later repented as an adult, must they return what was stolen?

A child who transgressed the prohibition of theft before reaching the age of 13, and used the money for personal needs, is exempt from repayment even after becoming an adult, and has no obligation even to fulfill a heavenly duty. Nevertheless, as an act of piety, it is good to give some amount for atonement. The person should also take on some form of repentance [Yalkut Yosef Section 370].

If a minor causes damage, is the father obligated to pay?

A minor who causes damage is not required to pay, and the parents are also not required to pay for the damage caused. However, it is the responsibility of the court to educate minors who damage others' property, so they don't develop this habit, but they cannot be financially obligated [ibid].
