Is a Torah reader who is not fasting permitted to read the Torah on a fast day?

A prayer leader who reads the Torah and is not fasting may read the portion of "Vayechal" if there is no other prayer leader available [Chazon Ovadiah p. 106].

Is a person who is not fasting allowed to be called up to the Torah on a fast day?

A person who is not fasting due to illness or the like should not be called up for the Torah reading, even if he is a Kohen or Levi and there is no one else available. He should leave and another should stand in his place, even if they have already called his name [Chazon Ovadiah p. 109].
