Is a restaurant owner permitted to open their restaurant on fast days?
We should give the benefit of the doubt to restaurant owners who open their restaurants even on fast days, and it's good for them to hang a sign in the restaurant stating "Today is a fast day" [Chazon Ovadia on Fasts, p. 37].
Are those involved in celebrations exempt from the 17th of Tammuz fast?
A groom during his seven days of celebration, as well as the father of a newborn son, the sandak, and the mohel are all obligated to fast on all four fast days, and should not separate themselves from the community, so that an individual's mitzvah doesn't override a communal fast. Only if these four fasts fall on Shabbat and are postponed to Sunday, then both the groom and those involved in a brit milah should not complete their fast, but rather after midday they may eat as usual, because it is their festive day [Yalkut Yosef Siman 550].
