Is it permitted to brush teeth during a fast?

One should not rinse their mouth during public fast days. In case of necessity, it is permitted when using no more than eighty-one grams of water, and when one knows they can be careful not to swallow any water. Similarly, it is permitted to brush teeth with toothpaste on public fast days for those who find it difficult to go without brushing their teeth [Yalkut Yosef Siman 550].

Can a Kohen who is not fasting participate in the Priestly Blessing during Mincha of a fast day?

A Kohen who is not fasting should not ascend to the platform for the Priestly Blessing, as there is concern about intoxication. Therefore, he should exit the synagogue during the Priestly Blessing [Yalkut Yosef Siman 550, Chazon Ovadia p. 98].
