Is it permissible to eat in public streets?
One who eats in the marketplace is disqualified from giving testimony [Kiddushin 40b, Shulchan Aruch 34]. According to the strict law, this prohibition applies only to eating while walking, but if one sits and eats at a table in the marketplace, a person should not be disqualified from giving testimony because of this.
However, Torah scholars and yeshiva students should not eat even while seated at a table placed in the marketplace or on a bus, so as not to disgrace themselves in the eyes of others [Responsa of the Rishon LeZion vol. 2, p. 468].
Is it permissible to organize a minyan on an airplane when there is concern that it might disturb others?
Although depriving someone of sleep is not exactly theft, nevertheless one should be concerned about this because of the commandment "Love your neighbor as yourself." Therefore, one should avoid organizing prayer groups during flights, as this disturbs others [Responsa of the Rishon LeZion vol. 2, p. 487].
