Is it permissible for tourists to visit the Western Wall just to take pictures?
It is forbidden to come to the Western Wall merely for sightseeing or for taking photographs only. It is also absolutely forbidden to engage in idle conversation there, as the place is sanctified for Torah study and prayer. Eating and drinking near the Wall is prohibited in the area that has been sanctified by tens of thousands of Jews for prayer. One who acts disrespectfully through idle conversation, eating, drinking, or smoking bears a tremendous sin, and to such a person it is said: "Who has required this from your hand, to trample My courts?" If a circumcision ceremony (Brit Milah) is performed near the Western Wall, it is preferable not to serve sweets and delicacies there, but rather only outside the area adjacent to the Wall. [Ibid, page 277].
