When two cars meet on a narrow road, who has the right of way?

If there are traffic laws, driving should follow these traffic laws. However, if there are no laws, public vehicles have preference over private vehicles.

When a car is driving in an area where pedestrians want to cross, drivers should allow pedestrians to cross, especially at pedestrian crossings.

One should not park in a private parking space or block a private parking entrance that obstructs others, nor park in spaces designated for the disabled. Similarly, one should not stop to talk with friends in the middle of the road, blocking traffic [Responsa of the Rishon LeZion 2, p. 484].
