Is it permissible to pray wearing a short-sleeved shirt?
The common practice during summer days is that many workers and clerks who cannot wear long-sleeved shirts down to the wrist during their work hours go to synagogue for Mincha and Arvit prayers wearing short sleeves, and nobody objects. They certainly have halachic sources to rely upon [Yechaveh Da'at 4, 8].
Even during summer days, one should make an effort to wear wool tzitzit, since with other types of garments, the obligation to wear tzitzit is only rabbinical. Therefore, it is proper and correct to wear a tallit made from sheep's wool, and the tzitzit strings should also be made from sheep's wool rather than wearing a cotton tzitzit vest [Yalkut Yosef Siman 9].
