Is it permissible to move items that are not edible on Shabbat?
Items that are not fit for consumption are forbidden to be moved, unless there is a possibility to prepare them for eating on Shabbat [such as pudding powder and the like]. Therefore, flour, baking powder and similar items are considered muktzeh because of their inherent nature.
Similarly, fruits that have not fully ripened and are not fit for consumption, such as bananas or avocados, are considered muktzeh because of their inherent nature.
Additionally, one should not move frozen fish. However, frozen meat is permitted to be moved, since if it thaws, it becomes fit for human consumption [Yalkut Yosef Siman 308].
