It is permissible to move a fan on Shabbat, both when the fan is operating and when it is turned off, provided that one is careful not to disconnect it from the electricity [Chazon Ovadia 3, p. 81].
Is it permissible to move a bicycle on Shabbat?
Riding a bicycle on Shabbat is not permitted, primarily because it diminishes the honor of Shabbat. However, if one wishes to move a bicycle from one place to another, there is no prohibition of muktzeh [Yalkut Yosef Siman 308].
