Laws of Independence Day
In order to properly thank Hashem for our dwelling in the Holy Land, it is appropriate and correct to utilize Independence Day for Torah study rather than frivolous celebration. Therefore, it is fitting that learning sessions be organized throughout the country on this day.
Do those who recite a blessing over Hallel on Independence Day have a basis for their practice?
One who recites a blessing over Hallel on Independence Day is making an unnecessary blessing, and it is forbidden to answer Amen after it. Even though some contemporary authorities hold that one should recite the blessing, nevertheless when there is doubt regarding blessings, we rule leniently.
If the congregation wishes to recite Hallel, they should say it without a blessing at the end of the prayer service [Yabia Omer 6:41].
In the synagogue at the home of Maran Rabbi Ovadia Yosef of blessed memory, they would not recite Tachanun on the 5th of Iyar.
