Can a person who has drunk wine until intoxication pray?
With our wines, which are not strong and do not make one feel intoxicated, it is permissible to pray even if one has drunk a revi'it (approximately 86ml). However, if one has drunk a lot until drunk, even from our wines, it is forbidden to pray.
If one has drunk a revi'it of wine and is unable to speak properly before a king, if he prayed, his prayer is considered an abomination, and he must pray again. However, he may still recite other blessings.
Can a drunk person complete a minyan?
A drunk person, although not permitted to pray, and the prayer of a drunk is considered an abomination, can still be counted towards a minyan of ten for the recitation of sacred matters. This applies even if he cannot speak properly before a king. Only if he is as drunk as Lot, acting without knowing what he is doing, is he considered like a mentally incompetent person, and cannot be counted in a minyan, and is exempt from mitzvot.
