Hello Rabbi, is it permissible to wear tefillin on Tisha B'Av?

Sorry for the delay in providing the answer.
On Tisha B'Av, we do wear tefillin. Sephardi Jews in Israel wear them in the morning as usual and remove the tefillin before the recitation of the kinot. Ashkenazi Jews wear tefillin only at Mincha.
