Is one permitted to recite Shehecheyanu on a new Chanukah menorah?

The custom today is not to recite the Shehecheyanu blessing on new vessels, and therefore one should not recite it on a new Chanukah menorah. However, one who purchases a new menorah during the days of Chanukah and wishes to recite the blessing has authorities to rely upon [Chazon Ovadia on Blessings].

Is it permitted to extinguish a candle with one's breath?

It is proper not to extinguish a candle with one's breath, though those who are lenient have authorities to rely upon, since this stringency is not mentioned in the Talmud [Yalkut Yosef, Chapter 263, page 39].
