Is one required to wash hands when eating wet food with a spoon or fork?

Even when eating food dipped in liquid using a spoon or fork - one is required to wash their hands, unless there are additional mitigating factors.

However, for food that is always eaten exclusively with a spoon or fork, the requirement of hand washing was not instituted [Mishnah Berurah 158:26].

Are women obligated to use mayim achronim (water after meals)?

Women are also obligated to use mayim achronim [Halichot Olam 2].
