Is prayer with a workers' minyan considered ideal or merely acceptable?

Workers who must report to their workplace in the early morning hours are permitted to pray ideally after dawn. This is especially relevant during winter when time is limited for them [Yalkut Yosef Siman 89].

Can a non-worker join a workers' minyan to complete the quorum?

Someone who can pray at sunrise or later is not permitted to pray early with a workers' minyan after dawn. This early prayer time is only permitted for workers due to their pressing circumstances, making it equivalent to a post-facto situation. Similarly, a worker who has a day off and is not working that day is not permitted to join a workers' minyan [ibid].
