What halachic matter is relevant to the 15th of Av?
When planting a sapling before the 16th of Av, the forty-four days until Rosh Hashanah are counted as a full year regarding orlah fruits. Therefore, one only needs to count two more years, and on Tu BiShvat of the following year, the fruits become permissible to eat [Chazon Ovadiah Tu BiShvat p. 13].
Why was the celebration on the 15th of Av established?
In the Gemara [Taanit 30b], Rabban Shimon ben Gamliel said: There were no holidays as joyous for Israel as the 15th of Av and Yom Kippur, and the Gemara lists several reasons for this joy. However, the main reason for rejoicing on the 15th of Av is that the nights begin to grow longer, giving people more time to study Torah. Therefore, one should add a little to their Torah study from this day onward.
