Is there a commandment for a borrower to repay his debt?
A borrower who repays his debt to the lender fulfills a commandment, since "repaying a debt is a commandment," and one who borrows and does not repay is called wicked, as it is said, "The wicked borrow and do not repay."
Does a borrower who has the means to repay but delays the lender violate a prohibition?
A borrower who delays the lender with "come back later" when he has the means to repay is considered a thief and violates a negative commandment from the Prophets [Shulchan Aruch 97, 3].
