The blessing for an ice pop is Shehakol (first blessing)
A final blessing is not to be said

The amount needed to eat to be obligated for a final blessing (from "Daily Halacha" based on the rulings of Maran Rabbi Ovadia Yosef, of blessed memory):
For everything a person eats, they must say a "first blessing" such as the "Shehakol" or "Ha'etz" blessing. Even if one only eats a small amount, as long as it is intended as eating, a blessing is required. (However, if one is only tasting to adjust seasoning, a blessing is not required for that tasting.) Therefore, someone chewing flavored gum, even though they swallow very little, must bless for enjoying the flavor of the gum. Similarly, when drinking something, a blessing is needed even when only drinking a single drop.
All this pertains solely to the first blessing, but a final blessing is only said when the consumption meets the criteria of "significant eating." The measure for significant eating is an "olive-sized portion," which is twenty-seven grams. For drinking, the measure is a "revi'it," which is eighty-one grams.
Additionally, the eating or drinking must occur within a timeframe allowing them to be considered together. For instance, if a person eats an "olive-sized" piece of bread over an entire day, piece by piece, they definitely cannot bless afterward. To bless, the consumption of the "olive-sized" portion should happen within the timeframe of "ke'dei achilat pras," for which there are different opinions—some say five minutes, others about seven and a half minutes. Thus, it is advisable to always consume an "olive-sized" amount (especially during Shabbat meals) within four and a half minutes to fulfill all opinions.
For a final blessing on a drink, one needs to consume a revi'it (eighty-one grams) at once. If there are pauses between sips, no final blessing is recited. Therefore, someone consuming soup with a spoon does not bless afterward as they did not drink a revi'it at once. Similarly, one drinking hot coffee or tea does not bless afterward because it cannot typically be drunk at once.
