Why This Man Keeps Getting Arrested Off the Miami Coast

Reza Baluchi, an Iranian-born cyclist, has a peculiar hobby.
For months now, he's been trying to set a unique record by crossing the waters between Miami and New York using a giant floating wheel. Baluchi hopes that by setting this record, he can raise money for charity. However, for reasons not completely clear, the local police keep halting his plans time after time.
According to officers from the Flagler County Sheriff's Office, locals noticed a large contraption with a man running inside and feared for his safety. They promptly called the police, and Baluchi was forced to return to shore.
Residents who saw Baluchi inside the floating wheel near a beach close to Miami thought he was in danger on the waves and did not remain indifferent. The sheriff's office later stated: "Thanks to concerned citizens who reported it. We are pleased to inform you that the occupant of the floating wheel is safe and was found unharmed. The Miami Coast Guard instructed him to stop the dangerous activity, and his five-month-long journey is now halted."
Nevertheless, Baluchi is not giving up. "I won’t stop trying to complete my journey, even if it takes me a whole year and even if they keep sending me back repeatedly. They've stopped me four or five times, but I never give up," he said.
